This paper focuses on children and adults with disabilities in the Arab World due to the fact that they “constitute, after women, the largest group of the disadvantaged population…..Some of the major obstacles facing their education lie in the absence of policies and planning and inappropriate programmes for special education at national levels, the wrong perception urrounding such an education in some countries, and the professional ichotomy between regular and special education.
