يعتبر هدا التقرير جزء من برنامج بناء قدرات منظمات العمل الإنساني، حيث يتكلم هذا التقرير عن معايير الدمج الأساسية المتبعة بناءاً على الأمم المتحدة وكذلك المعايير الخاصة بالقطاعات التي منها الحماية، المياه الصرف الصحي، الأمن الغذائي، الصحة والتعليم في حالات الطوارئ.
