This is the second report of a study funded by the Joseph Rowntree Foundation that explored the costs to parents of bringing up a child with a severe disability.The ‘experts’ were parents of children with severe disabilities, as they, as they, better than anyone else, understand both their own and their childrens' needs and priorities. It was parents who discussed, negotiated and agreed the minimum essential needs of severely disabled children and drew up the budget standard.
